On November 11, 2025, the Executive Council of the Government of Catalonia approved the Catalonia AI 2030 Strategy, an initiative that will mobilize up to €1 billion between 2025 and 2030. The aim of this plan is to put Artificial Intelligence (AI) at the service of business competitiveness, the modernization of public services, and territorial cohesion. The plan envisages 88 actions distributed across eight strategic areas and establishes a roadmap for ethical, secure AI.

The goal is clear: to make AI a driver of competitiveness. However, this requires organizations to have flexible, scalable, and secure network infrastructures. An infrastructure capable of managing the increase in data, distributed connectivity, and performance requirements introduced by artificial intelligence.

Catalonia AI Strategy: guiding principles

The Strategy argues that AI must be responsible, ensuring trust and the protection of rights. In order for artificial intelligence to truly transform the economy and society, the Catalan Government has defined a set of guiding principles:

  • Ethics and democracy,
  • transparency and continuous innovation,
  • equity, diversity, and inclusion,
  • territorial structuring and sustainability,
  • and public-private collaboration.

The 8 strategic pillars of the plan

The Catalonia AI 2030 Strategy is structured around 8 pillars that bring together 88 actions to promote AI throughout the region.

Here is a brief overview of the program's pillars:

Pillar 1. AI infrastructures

Among other actions, it plans to:

  • Promote the implementation of the public and sovereign cloud
  • Promote the creation of gigafactories and AI factories
  • Improve and extend broadband connectivity throughout the territory

Pillar 2. Talent in AI

New university degrees in AI, master's and doctoral degrees in applied AI, as well as intensive and accelerated training programs and lifelong learning in the productive sector are planned.

Pillar 3. AI research

Among other actions, the following are planned: support for pilot projects and technology transfer to the market, strengthening of research lines in key areas of AI, and promotion of European digital sovereignty by strengthening chip development infrastructures for high-performance computing (HPC) systems.

It is estimated that more than a hundred applied AI projects will be developed in sectors such as health, energy, and mobility.

Pillar 4. AI in business

The plan is to promote technological sovereignty for priority sectors using AI and to promote a diagnostic, advisory, and support service for the adaptation of AI for SMEs and the self-employed.

This implementation of the Strategy will benefit more than 5,000 SMEs and self-employed workers (more information in Pillar 6).

Pillar 5. AI in the public sector

In the public sector, it envisages the transformation of more than 200 services and the training of more than 30,000 public sector workers.

Pillar 6. Ethics, regulation, and safeguards

A public registry of AI systems will be promoted and an AI business support service will be created within the existing Single Business Window. A self-assessment system for compliance with ethical and legal standards will also be incorporated.

Pillar 7. Digital society

Among other actions, awareness campaigns on AI will be promoted. The Catalan language will also be promoted in the AI environment.

Pillar 8. Global projection of Catalan AI

Ensure strategic mainstreaming in the promotion of public policies on AI, and establish bilateral agreements with international AI organizations and hubs.
